Human Resource Development programme to Support Victims of Torture


In a country like Pakistan where social security systems are not in place, torture victims are not a priority when it comes to service delivery. SACH has been providing rehabilitation services to the victims of torture, these rehabilitation services includes medical, physiotherapy, psychological, legal and financial assistance. Due to financial constrains it is not possible for us to provide these services to other area so a need felt to strengthen civil society and government functionaries to support torture victims. SACH commenced to initiate ‘Human Resource development programme to support victims of torture” in February 2008, with the financial support of European Commission.

 
  • The basic objectives of program were to strengthen civil society to support victims of torture and to advocate government line departments for ratification of UN-Convention Against Torture 
 
  • Trainings, networking and sensitization workshops etc were organized with target groups to build their capacity and to allocate funds for the support of torture victims.
 
  • Capacity was built of Civil society organizations, rehabilitation centres, police officials, prison staff, lawyers, Islahi committees, relevant ministries, parliamentarians and other Government departments in four districts of  Gujarat, Jhelum, Chakwal and Lahore.
 
  • Coordination and liaison among likeminded organization developed to observe and monitor torture practices and report back for policy formulation
 
  • Two-month intensive trainings were organized for aforementioned target groups followed by field work and reports
 
  • Sensitization trainings were organized with police and prison authorities to supplement eradication of torture
 
  • A capacity building training workshop with police, prison staff, lawyers, media and civil society held to support victims of torture
 
  • Information, education and communication materials developed and disseminated among general masses besides, a comprehensive media campaign. Talk shows through FM radio channels and featured articles in most circulated newspapers to aware general masses on torture issue and implications
 
  • Task force comprised of police and prison high ups developed and initiated work for the cause of torture eradication
 
  • The trained cadre of professionals from civil society working in their respective areas for torture mitigation
 
  • Parliamentarians and intelligentsia is supporting eradication of torture by tabling the internationals instruments in houses.

Committee consists of experts lawyers was developed to work for the ratification of Convention Against Torture (CAT) in collaboration with Ministry of Foreign Affairs
